INVITATION TO BID THE MACON WATER AUTHORITY MACON, GEORGIA Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the 2019-CLEANING AND LINING OF VARIOUS WATER MAINS (the "Project") will be received by the Macon Water Authority (the "Owner"), at the Macon Water Authority, 537 Hemlock Street, Engineering Conference Room, Macon, Georgia 31202 until 10:00 A. M., local time, April 23rd, 2019, and then at said office publicly opened and read aloud. A mandatory pre-bid meeting will be held at the Macon Water Authority's Engineering Conference Room at 10:00 A.M. on Tuesday, April 9th, 2019. The Project consists of providing all labor, materials, and equipment necessary to clean and cementitious spin cast water mains of various sizes and locations. The project includes cutting, removing, and replacing pipe, including the furnishing of sleeves; cutting, removing, and replacing in-line gate valves, and defective branch-line gate valves; operating all gate valves, both in-line and on branches, to prevent water from entering pipe sections when lining is in progress; all water main cleaning equipment, properly adjusted so as not to damage the interior of water mains, valves, fittings, maincocks, service connections, etc., including caps for the effluent end of the sections where hydraulic cleaning is specified; sandbagging or other necessary work for collecting, separating, and disposing of material removed from the interior of the pipe during the hydraulic cleaning of the mains and for disposal of cleaning water and material removed from pipe; removing pavement, excavating, bracing, and backfilling access pits for the installation of, cleaning, and lining equipment and making temporary pavement repairs and permanent pavement repairs; installing steel plates over access holes; remove all temporary water lines and service connections to all building affected by shutdowns; and all required traffic control. The work will be awarded in one contract and will have a maximum value of $400,000. When work is being carried out on public and/or private property, right-of-ways and/or easements, the contractor is responsible for obtaining all permits, permission and approvals required from either entity to do work on their property, right-of-ways and/or easements. Agreements must be obtained between the Contractor and all public and private property owners, including but not limited to, Macon-Bibb County, Norfolk Southern, and any other municipalities for access to sewer easement and storage of equipment if required. The Project will be awarded in one Contract. Fifty-one percent (51%) of the Work under the Contract Documents must be self-performed by the General Contractor. The Project will be awarded by base bid on a lump sum basis for the performance and completion of all Work required by the Contract Documents. The Contract Documents include, but may not be limited to, the Instructions to Bidders, the Contract Agreement, the General Conditions, the Drawings, the Specifications and the forms of Bid Bond, Performance Bond, and Payment Bond. A street address must be provided to ensure prompt delivery. No partial sets of bidding documents shall be issued. Each Bid must be accompanied by a Bid Bond in the amount of 10% of the Bid, prepared on the form of Bid Bond that is part of the Contract Documents, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. Bidders must comply with the Minority Participation Requirements specified in the Instructions to Bidders. The Bidder shall affix to the outside of its Bid envelope the Bidder's Georgia Utility Contractor License Number. A license number of a Utility Manager or a subcontractor is insufficient, and any Bid that fails to affix to the outside of its Bid envelope the Bidder's Georgia Utility Contractor License Number may be rejected. The successful Bidder for this Project shall be required to furnish a Performance Bond and Payment Bond, satisfactory to the Owner, each in the amount of 100 % of the Contract Price. Employment of Local Businesses and Contractors: It is the desire of the Owner that local businesses, including minorities and disadvantaged subcontractors, be given the opportunity to participate on the various parts of the Work. The Owner's encouragement of participation of minority and locally owned businesses and contractors is not intended to restrict or limit competitive bidding or to increase the cost of the Work. The Owner supports a healthy, free market system that seeks to include responsible local businesses and provide ample opportunities for local business growth and development.
